    The Sidney City Council had a proclamation read recognizing Arbor Day during Tuesday evening's regular meeting in preparation for its upcoming 30th annual tree giveaway celebration later this month. According to the proclamation, Arbor Day began in 1872 when J.     A generous gift presented to the Regional West Rehab Center by the family of Gay Franco is a lasting reminder that the Mitchell woman wanted to help other victims of amyotrophic lateral sclerosis (ALS) in the only way she could – by giving them early access to an expensive ALS communications device that she was too sick to use.     The Nebraska Rural Electric Association sponsors a Youth Energy Leadership Camp every year at the Nebraska State 4-H Camp in Halsey.     Dear Editor: I would like to know why the taxpayer has to pay for the Pole Creek Cross Rd. That was not an existing street or a road between Greenwood and Fort Sidney roads before they started to develop that land. Therefore, since it is on land being developed, the developer should pay to have that road paved. Why should the developer benefit from our tax dollars?
