Jean was born in the small town of Otis, KS on July 22, 1930, and spent most of her adult life in Sidney. She married Sidney Mayor Pete Petroff in 1983.

Jean loved to cook. Many people, including herself, called her "the best cook in Sidney". She was well known for her fried chicken, biscuits and gravy, and her pecan cinnamon rolls and she always thought you needed something to eat.  She also loved to gamble and would go to Black Hawk and the "Rez" every time she could - always with a packed lunch for those she traveled with.

Her first job in Sidney was working as a waitress at Dude's Steakhouse. Her first night there was Dude's opening night. She then was the manager of the Green Lantern Cafe, worked as a Produce Manager at Safeway and as the cook at the Elks Club. After she retired, she often catered special events.

She is survived by her children Connie Tibbetts and husband Charlie, Cathy Holbrook, Ken Holbrook and wife Rhonda, and Jonnie Holbrook and wife Maria, 11 grandchildren, 17 great- grandchildren, and four great-great grandchildren.

She was preceded in death by husband Pete, daughter Candy, son Cal, parents, her three siblings and a grandson.
