    Sidney voters shot down a school bond on Tuesday that would have provided the funding for a new elementary school. It marked the third time in 17 months that voters have rejected the measure.     The family of Ernest and Pauline (Schoenholtz) Kahrs of Lodgepole, would like to announce the couple's 60th wedding anniversary. They were married Feb. 13, 1955, at Immanuel Lutheran Church in Lodgepole. They made their home on a farm north of Lodgepole where they raised their three children, Pam, Steve and Sandy.
