    Average retail gasoline prices in Nebraska have risen 11.4 cents per gallon in the past week, averaging $2.35 per gallon on Sunday, according to GasBuddy’s daily survey of 1,150 gas outlets in Nebraska. This compares with the national average that has increased 12 cents per gallon in the last week to $2.42 per gallon, according to gasoline price website GasBuddy.com.     LINCOLN, Neb. – The U.S. Department of Agriculture Rural Development has announced a decrease in the home mortgage interest rate for its Section 502 Homeownership Direct Loan program. Effective March 1, the interest rate was reduced to 3 percent for home mortgages. This is the lowest interest rate in two years offered by the agency.     Alice Carol Spencer, 89, passed away the evening of Feb. 7, 2015 at the Regional West Medical Center in Scottsbluff. She was born on Oct. 26, 1925 to Vernon Anker and Mary Sophia (Larson) Nelson in the family homestead south of Potter. She lived on the family farm, attended the District 82 country school through eighth grade, and she graduated from Potter High School in 1943.
