    With spring and the construction season nearing, the Sidney City Council on Tuesday night passed motions advancing numerous development initiatives.     For many, standing in front of your peers to deliver a speech seems daunting, but the Sidney High School Speech Team makes it look easy. Sidney hosted a triangular speech meet with Leyton and Potter-Dix on Monday afternoon at the high school. Speech team coach Jack Thorpe said this meet was one last opportunity for students from Sidney, Potter-Dix and Leyton to perform in front of judges before their Class B-6 and Class D-1 respective district meets on March 16.     Howard Atkins, 84 of Sidney, died Tuesday morning, Feb. 3, 2015 at the Sidney Regional Medical Center. Cremation has taken place. Private family inurnment has taken place at the Greenwood Cemetery in Sidney. A memorial service in Bakersfield, Calif. will be held at a later date. A memorial has been established in Howard's name to the First United Methodist Church in Sidney. Howard Thomas Atkins was born Oct. 14, 1931 in Sidney to Virgil R. and Maude (Larson) Atkins.
