    Sidney City Councilors met on Wednesday for a special meeting to discuss a budget for the upcoming fiscal year. The six-hour meeting was the first of two scheduled budget workshops, and councilors are set to meet again Thursday evening. While the budget has yet to be formalized, the meetings allow city department heads to explain possible expenditures for the next fiscal year and identify expected revenue sources.     Sidney High School students put months of labor and collaboration into remodeling and improving a house located at 1833 Maple St., and Rebecca Spiller has officially made it her home. Beau McConnell, Sidney High's construction teacher as well as Kim Castner, the school's design teacher, helped students gain a hands on opportunity dealing with team work, planning, budgeting and construction.     The Sidney Police Department is asking for help in finding a 16-year-old male missing since Tuesday afternoon. Daniel Virgil, 16, has been missing since approximately 2 p.m., on July 28. He was last seen wearing a white shirt, black shorts and lime green DC shoes. Family, friends and the community have taken to Facebook to ask for help in finding him.
