Sidney City Councilors met on Wednesday for a special meeting to discuss a budget for the upcoming fiscal year. The six-hour meeting was the first of two scheduled budget workshops, and councilors are set to meet again Thursday evening. The Sidney Police Department is asking for help in finding a 16-year-old male missing since Tuesday afternoon. Daniel Virgil, 16, has been missing since approximately 2 p.m., on July 28. He was last seen wearing a white shirt, black shorts and lime green DC shoes. Family, friends and the community have taken to Facebook to ask for help in finding him. David was born March 24, 1960, to Elroy D. and Shirley L. (Braye) Swanstrom in Hastings. On June 8, 2015, Sidney childhood resident, David Lee Swanstrom, 55, passed away in Nebraska City. Earlier this week, Ogallala was crowned the Class B, Area 7 district champion.
