    The Leyton Public School District has landed an educvation veteran as its new principal. Lance Howitt will take over that position when the new school year starts in August. Howitt, who has 26 years of experience in the education field, taught business, middle school social studies and was the head football coach at Stuart (Neb.) Public Schools.     A landscaping and beautification project planned for the corner of 11th Avenue and Old Post Road came closer to fruition on this week. Sidney city councilors voted to accept bids for the construction at a meeting on Tuesday night. The beleaguered project has faced multiple setbacks since it was proposed last year. After rising costs and a lack of bids, the construction was broken into three pieces – landscaping, a decorative wall and a sign. In the 2014-’15 budget, $190,000 was budgeted for the project.     Two-thirds (66 percent) of Americans still don’t know what a 529 plan is, according to the annual 529 Plan Awareness Survey from financial services firm Edward Jones. In its fourth year monitoring college savings awareness, the survey found that only 34 percent of Americans could correctly identify a 529 plan as a college savings tool from among four potential options, up slightly from 30 percent in 2014 but down compared to the inaugural 2012 survey (37 percent).     After twice being rained out of their home opener last weekend, the Sidney American Legion program opened up its 2015 campaign in Gordon with a junior-senior doubleheader sweep over the Regulators. The Juniors took the field in the opener and won by the count of 14-4 while the seniors completed the sweep with a 19-3 victory. Both contests went four innings because of the mercy rule.
