Council to consider expansion of city manager's authority

Sidney’s City Council will convene for a regular meeting beginning at 7:15 p.m. this Tuesday inside the council chambers at Sidney City Hall located at 1115 13th Ave.

Councilors will consider approving a policy that will allow the city manager to approve the use of city property and right-of-ways for public events, where previous closures were approved by council during their twice-monthly meetings.

Tuesday’s meeting will also include third readings for two re-zonings for the reclassifying of the Cheyenne County fairgrounds from Agricultural to R-1 Single Family Residential as well as for an unplatted track of land north of the hospital from Agricultural to C-1 Light Commercial.

The second reading of an ordinance regarding a gas franchise request for Black Hills Energy is also on the agenda. The agreement is for 10 years with rights for renegotiation after five years with proper notifications.

In action items, the council has several items to consider, including payment applications for Pole Creek Crossing and Anna Drive/Outfitter Way construction projects, as well as a couple agreements with the Nebraska Department of Roads regarding resurfacing of U.S. Highway 30 and construction of a right turning lane on Jennifer Lane.

Council will also consider taking action on bids for a boring master contract and directional services, an easement revision for Heath Holly in the 1000 block of Rose St., along with a manager application for Jacoby Boles for the Sidney Fine Arts Center’s liquor license.

City Manager Ed Sadler is also scheduled to give council a presentation regarding an energy rebate and LED light sales program to help customers control their bills and use less electricity.
