    Extraordinarily high yields in area wheat fields should make up for lackluster prices. "It's a good year for the county for raising wheat," said Andrew Kabes of Scoular Grain in Sidney. Highby's drawing, titled Silly Sea Horse was featured in the Your Own Pages section of the July edition of Highlights magazine.     Local youngsters can travel safely thanks to the Salvation Army and the Sidney Police Department. For the past 12 years, these two organizations have partnered to provide car seats and booster seats to those who can't afford them.     Sometimes tragedy can spark generosity. When 2-year-old Kyra Eads underwent cancer treatment in Denver, she received toys after chemotherapy and radiation. This process helped her get used to the treatments, said Eads' mother Kaila Kuhns. Kuhns was inspired to create her charity, Kyra's Kisses by how much this small reward comforted her daughter.     At Monday’s meeting members of the planning commission approved a conditional use permit for a gravel pit about a half mile outside the city limits along County Rd. 113.     Sidney residents experienced wide spread power outages this weekend due to two separate incidences which both damaged portions of the city’s power grid. During the early morning hours of Saturday July 19 a vehicle ran into one of Sidney’s transmission lines just off of Haskell Hill Rd that feeds its south substation.
