    Nebraska has been ranked a "Top 10 State for After School" in a recent national survey that gauged parent satisfaction and overall support of after school programs. The After School Alliance's After 3 p.m. survey ranked Nebraska No. 8 behind California, Washington, D.C., Florida, Vermont, Massachusetts, Arizona, and Oregon.     The Cheyenne County Ladies Chamber presented a check for $1,500 from the Taste of Sidney event to the Cheyenne County Community Center.     A Sidney man was arrested and charged with terroristic threatening after allegedly pulling a knife and a gun on a 16-year-old during a domestic dispute. Scott H.
