Construction on an Applebee's – located on Cabela Drive, across from Buffalo Point Steakhouse & Grill and adjacent to Hampton Inn – is scheduled to wrap up in the coming weeks.     Motorists will be rewarded at the pump this year, spending $17 billion less compared to 2015 as the national yearly sags for a fourth straight year to $2.28 a gallon, according to GasBuddy’s 2016 Fuel Price Outlook.     Even though most of the region had a warmer 2015 than normal, Sidney’s average temperature was just below average in 2015. Sidney had an average temperature of 49.7 degrees Farenheit last year, which was four-tenths of a degree cooler than normal, according to meteorologist Richard Emanuel of the National Weather Service in Cheyenne, Wyo.     Thad Holly, 47 of Sidney, died Sunday afternoon, Jan. 3, at the Presbyterian-St. Luke's Hospital in Denver. Memorial services will be held at 11 a.m., Tuesday, Jan. 12, in the First United Methodist Church in Sidney with Rev. Thomas Hyde officiating. Services will conclude at the church with military flag presentation by the U.S. Navy Honor Guard. Cremation has taken place and there is no visitation at the funeral home.
