    With a high temperature of 30 degrees in Sidney Wednesday, it seemed almost balmy after a week which began with a huge temperature swing. The wild week began with unseasonably warm weather Sunday, which saw a few residents out in shirt sleeves enjoying a 67-degree afternoon.     Sidney’s Housing Authority has announced it has opened a new office for Sioux Villa at 1703 Cedar Street. The new Sioux Villa office provides a handicap-accessible entrance, private interview area and a permanent location for the Sidney Housing Authority’s board meetings.
