    GERING — A new collaborative report entitled The Nebraska Panhandle: An Assessment of Birth-Grade 3 Care and Education was released Wednesday in Gering.     LINCOLN -- A bill that would expand protections for farmers under the Nebraska Right to Farm Act advanced through the Legislature April 10. LB 227, introduced by Sen. Dan Hughes of Venango, was approved 31-7 after a two-day debate among senators. The Nebraska Right to Farm Act, adopted in 1982, protects farms and warehouses from nuisance complaints by neighbors.     NORTH PLATTE – The 5 mph/no wake boating restriction has been removed at Swanson Reservoir State Recreation Area in Hitchcock County.
