As part of a community service project, participants in a Cabela's developing leaders program instructed members of the Cool Kids Club in various activities.     The Sidney planning commission will hear several proposals at its Monday meeting that could impact the community. Viaero Wireless, which plans to lease land from owner Sean Blackburn, will ask the planning commission for a conditional use permit to build a temporary cell tower in Sidney. The company plans to place the tower at the back of a vacant lot located at 2575 11th Ave., directly north of the bowling alley.     It has come to my attention that there is a provision in the Affordable Care Act that says that subsidies can only be extended to recipients who sign up through state exchanges. There are 36 states that did not set up an exchange and therefore recipients in those states are ineligible for assistance in meeting the cost of their health care premiums, which have gone up significantly in the past two years.
