    A bill passed in the Nebraska legislature last year will make it possible for old defense sites such as Sioux Army Depot to be improved with redevelopment projects.     Jason Assad, a 35-year-old Sidney man, was arrested for making terroristic threats last week after an alleged domestic dispute at the El Palomino hotel on Illinois St. Just after midnight on April 24, personnel at Sidney Regional Medical Center notified Sidney police that they were treating a woman for injuries she allegedly sustained during an altercation with Assad earlier that night. Entering Saturday's invitational at Pine Bluffs shorthanded proved a minor hindrance, however, as the Coyotes managed to several podiums from the likes of Cheyenne Central and Rawlins.     With the bulk of the varsity team not in attendance and another injured during play, the Red Raiders finished fifth at the Alliance Invite Saturday. By scoring an impressive 300, Scottsbluff was the runaway winner of the event as four of their counted rounds were completed in less than 80 strokes. Their fifth score was an 80.
