    A rainstorm on Monday morning followed by a constant drizzle led to a cancellation of scheduled events at the Greenwood Cemetery in Sidney. Events planned by the V.F.W. Post 610, the Disabled American Veterans Chapter 40 and the American Legion Post 17 were to include speakers, the laying of a wreath, a benediction, a gun salute and the playing of "Taps."     Average retail gasoline prices in Nebraska have risen 3.9 cents per gallon in the past week, averaging $2.59 per gallon Monday, according to GasBuddy’s daily survey of 1,150 gas outlets in Nebraska. This compares with the national average that has increased 3.5 cents per gallon in the last week to $2.75 per gallon, according to gasoline price website GasBuddy.com.     Phyllis C. Hickey, 92, a long-time resident of Sidney, passed away on Nov. 3, 2013, after a series of illnesses. According to her wishes, her remains will now return to Sidney for final interment. Mrs. Hickey is survived by 5 children; Michael A. Hickey, of Leesburg, Va.; Matthew M.
