    A member of Robert W. Baird and Co., presented the finance plan they drafted for the City of Sidney General Obligation Bonds at the city council meeting on Tuesday, Sept. 27. The City of Sidney currently has three bonds that are coming due. The finance plan presented gave options for long-term financing to pay off the bonds due. Two bonds are due this December and one bond is due June of 2017. Step one of the finance plan involves applying for a rating of the City of Sidney’s credit.     Edgar Almond appeared in Cheyenne County Court on Sept. 27, on charges of first degree unlawful possession of explosives and possession of a destructive device stemming from his arrest on Sept. 15. Almond's ex-wife reported that Almond was "acting crazy" and had bomb-making materials in his van parked in front of her house.     As part of the upcoming Oktoberfest festivities the 14th annual "Running of the Wieners" will be held at Legion Park Sunday. Dachshunds, also known as "Wiener-dogs," are a short-legged, long-body hound-type breed of dog. The standard sized dachshund was bred to flush out badgers and other burrow-dwelling animals, while the miniature dachshund was bred to hunt smaller prey.
