    Interstate 80 through Sidney should return to normal traffic patterns in the coming weeks. Work began this spring on eastbound lanes, from mile markers 51-69. Next year, the project will move onto the westbound lanes, from mile markers 62-90.     LifeSmiles of Sidney is hosting its seventh annual Halloween candy buyback event on Monday. The event is sponsored by LifeSmiles of Sidney, Hoppens Orthodontics, Western Nebraska Endodontics, Sidney Regional Medical Center and UPS.     The Western Nebraska Community College cosmetology program in Sidney will offer free haircuts to veterans with an event called “Red, White, and Blue, Honoring You.” Veterans and active duty military may receive their free haircut at the WNCC Salon, located on the Sidney campus, between Nov. 10-24.     Dear Editor, I have read the letters from Larry Nelson and Rita Hart and agree with both of them. I have heard the walking trails along 11th Avenue (which nobody knows how that got approved) and around Cabela’s new pond was paid for with tax dollars. If that is the case why does Cabela’s benefit from our tax dollars? I heard that the road that connects road 20 and Ft.
