    Sidney's City Council welcomed a new member and realigned leadership roles in regular session Tuesday. In his last act as Sidney's Mayor, Mark Nienhueser nominated Kelly Utley to replace Councilman Chris Gay, whose term ended with the meeting.     Cheyenne County Visitors Center (CCVC) will be joining in the fun of celebrating the season by hosting carriage rides and pictures with Santa in the upcoming days.     Sidney High School (SPS) recently hosted the Class B-6 District Play Production Contest in Sidney, placing fifth in the contest. The District Play Production Contest was held Dec. 3 at the Sidney High School Performing Arts Center. Coach Marsha Thorpe said eight schools participated in the contest.
