Preliminary plat application and permit receive go ahead

Sidney planning commissioners voted on Monday evening to recommend the approval of a preliminary plat application to subdivide an unplatted tract of land on the northwest corner of Toledo Street and Fort Sidney Road.

Randy Miller, the property owner, told the Sidney Planning and Zoning Commission the plans call for the property to be subdivided into 1-acre lots.

Commissioner Dave McCarville said he saw no issues with the application.

A public hearing was opened, during which no one voiced opposition.

Commissioners unanimously voted to recommend the Sidney City Council approve the preliminary plat.

Jay Sporer also attended the meeting to request a conditional use permit to stockpile and crush concrete removed from the demolition and construction of a section of Interstate 80 near Sidney.

The location of the proposed storage and crushing operations is near the end of Hoffies Drive.

Earlier in the day, Sporer requested and was granted a similar permit for another location in the county from the Cheyenne County Commissioners.

Sporer told the planning commission the permit for a second site was requested because a planned bridge repair would otherwise require his company to transport some of the material through Sidney. If the second permit were granted, he said, that would be unnecessary.

The concrete will be crushed and recycled for use in other construction projects in the city, Sporer said.

Commissioners voted to recommend city council approve the permit with two conditions: that crushing only takes place between 6 a.m. and 7 p.m., five days a week and that operations are completed by April 1, 2017.

The commissioners added, if complaints about dust are raised, the permit would be revisited.

The next Sidney Planning and Zoning Commission meeting is scheduled for May 18 at 5:30 p.m. at city hall.
