City to address unsafe, unsightly properties

Owners asked to repair or cleanup

The City of Sidney is in the beginning stages of addressing properties that are unsafe or dilapidated.

Over the past several weeks, staff members from the city have conducted a survey of properties in Sidney, under the direction of Chief Building Official Brad Rowan, CBO. The purpose of the survey was to identify distressed, dilapidated, unsightly and unsafe properties.

Property owners of these types of properties will be given a courtesy letter to voluntarily comply with the requests to repair or replace or remove their distressed structures in a timeframe that they and the chief building official can agree upon.

The city will aggressively enforce the improvements. Owners who fail to answer the letter, or fail to repair, replace or remove their structures will receive a “Notice and Order” that identifies the corrective actions that must be taken in order to prevent legal action taken against them.

Fines of $300 per day could be assessed or condemnation of the property could be imposed per an ordinance that was passed in June of 2014. The ordinance adopted the 2012 International Property Maintenance Code, which states, “All exterior property and premises shall be maintained in a clean, safe and sanitary condition.”

Some of the items that are of concern include – but are not limited to – the lack of address numbers on the front of the structure, leaning structures, lack of siding or paint, foundations and general unsafe conditions.
