Dee was born to Dean Harr and Florence (Schliep) Harr on Dec. 6th, 1940, in Clay Center, NE. She graduated from Potter Public Schools, Potter, NE, in 1958, followed by additional education in Omaha, NE.

She started her career working for the CIA in Washington, D.C., followed by employment at the Sioux Army Depot in Sidney, NE.
