South Platte NRD July 13 Board of Directors Meeting

On Tuesday, July 13, 2021 the South Platte Natural Resources District (SPNRD) Board of Directors (Board) held its monthly meeting at 5:00 p.m. in the South Platte NRD Conference Room (551 Parkland Drive, Sidney NE). Ryan Reisdorff, Water Resources Specialist with the SPNRD, presented information about the application to transfer ground water from Grotz & Henderson, LLC to Clean Harbors Environmental Services.

Reisdorff explained that the transfer application was received and that the application is to permanently transfer the water rights from two pivots and one side roll from agricultural use to industrial use and to move the water rights to the Clean Harbors Property. Thad Kuntz P.G., Adaptive Resources Inc., (ARI), presented the modeling analysis concerning the transfer of 263.9 acres and an allocation of 285.9 acre-feet or 93,158,085 gallons per year as well as the location of the transfer and the modeled stream depletion to Lodgepole Creek over the next 50 years. The transfer was approved with several conditions.

Travis Glanz, Water Resources Coordinator provided information regarding the possibility of increasing payments to producers for the flowmeter maintenance and repair cost-share program. The District currently budgets $19,000 for the cost-share program, however, he gave examples of what the budget would need to be increased to in order to increase the payments for the flowmeter maintenance and repair cost-share program.

Rod Horn, General Manager for SPNRD provided information regarding the reappointment of the SPNRD/Clean Harbors Environmental Services (CHESI) Citizens’ Monitoring Committee members. There are seven members on the committee including Horn, and Jim Johnson representing the District and five members from Kimball County. The four-year terms of Steve Diemoz, Peggy Sanders and Dennis Armstrong expired on June 30, 2021. The committee took action at its June 28, 2021 meeting to recommend to the SPNRD Board to reappoint all three members to serve another term. Sanders, Armstrong and Diemoz’s reappointment for the Monitoring Committee of CHESI was approved. Their terms will expire June 30, 2025.
