    City Council has approved a $45.8 million budget for the 2014-15 fiscal year.     Electricity rates for the city of Sidney are increasing by 10 percent after an ordinance was passed Tuesday night by city council.     Sidney students performed well on Nebraska Standards Assessment tests taken last spring, according to Sheri Ehler, curriculum and assessment director and principal of West Elementary.
