County Students Quizzed in Government Day

Why does Cheyenne County have a court clerk, a county clerk, treasurer and board of commissioners, and what are their duties?

Cheyenne County high school juniors and seniors were invited to the Cheyenne County Courthouse Monday to visit with county officials as part of Cheyenne County Government Day. The day is designed for students to learn what the local government process is and why it is important. In the opening session, students from Sidney High School, Leyton High School and Creek Valley High School assembled in the Cheyenne County District Courtroom with the county's elected and appointed officials. Each introduced him or herself and what their duties are. Each official then asked a school to describe his or her job.

Following the opening, students toured the county offices, witnessed court proceedings and learned how to properly fold a US flag as explained by District 4 American Legion Commander John Sanna during lunch.

The Cheyenne County commissioners Monday received a report on KENO transactions as of June 30, 2019.

The report shows a decrease of nearly 13 percent from 2018 in gross proceeds, a drop from $978,370 for the same period in 2018 to $852,786 for 2019.

In the meeting of the county commissioners, the commissioners welcomed Community Vitality Extension Educator Jason Weigle. Weigle's duties with the Extension Service has him covering nine counties including Cheyenne. He said his main focus is entrepreneurship.

“With Cabela's leaving and the drain both economically and socially, there are a lot of opportunities,” he said.

He moved from Hebron in Bayard County about a month ago.

The board also reviewed the June Keno report. The report shows gross proceeds compared to June 2018 are down $125,584. However, interest income is up from $244 in 2018 to $1,298 this year. Community Betterment Expenses also increased from $71,885 in 2018 to $81,227 this year.

County Clerk Beth Fiegenschuh said the payout stays about 72 percent. Rules of the game are set by the state.

The board also approved a Memorandum of Understanding with Sidney Public Schools regarding Juvenile Services Grant Aid, and approved an agreement with Kids Plus, Inc., regarding disbursement of Juvenile Services Grant funds. Cheyenne County is the lead agency with Deuell and Kimball Counties.

The commissioners also approved a contract for appraisal services with Stanard Appraisal Services, Inc.

A public hearing was held regarding an application by Raymond Kuehn and Teresa Kuehn to change zoning to allow for construction of a greenhouse.

The commissioners approved the request 3-0.

Tourism Director Kevin Howard presented a grant request by the Sidney Shooting Park. Sidney Shooting Park projects include a pistol range capable of hosting a “steel challenge” event. A grant of $9,000 was approved for the project.
