As the country celebrates agriculture and its role in everyday life, the Cheyenne County 4-H will be capping the week with its annual 4-H Spring Carnival, a tradition stretching back for decades in Sidney.     The Cheyenne County Farm Bureau will hold a candidate forum for District 47 legislative candidates on March 21. The forum will be held at the Buffalo Point Steakhouse, located 638 Cabela Dr. in Sidney.     Average retail gasoline prices in Nebraska have risen 9.7 cents per gallon in the past week, averaging $2.02 per gallon yesterday, according to GasBuddy’s daily survey of 1,150 gas outlets in Nebraska. This compares with the national average that has increased 11.9 cents per gallon in the last week to $1.93 per gallon, according to gasoline price website GasBuddy.com.
